Change Font Size and Icon Size in Windows 7
The items of the system are too small, but if you change the screen resolution of your display, the text become fuzzy. Play in Windows 7 allows you to modify the size of the text and other items on your screen, make them easier to see, while keeping your display set to optimal resolution.

1. Open the Control Panel option through Start menu

2. After Control Panel window opens up, change to Large icon view from upper right side, then Click Display.

3. These options set text and other items to 100%, 125%, 150% of normal size, choose the one you like.
(the 150% option appears only if your monitor supports a resolution of at least 1200 x 900 pixels).
A warning message may appear in the bottom of the window.

4. Click on Apply, a message popups, you can make the decision, anyway, you will see the changes after you relogin, all the icons, other items and text will be displayed in the setting size

5. You can customize the text size by clicking on Set custom size text (DPI) in the left pane of Display setting window. In the Custom DPI Setting window, drag the ruler with your mouse left clicking to change the percentage.

6. Click on OK, you will see a custom option appears bellow the list in Display setting window.

7. Screen resolution affects on size of fonts and icons as well, to Adjust Resolution, click on Adjust Resolution in the left pane of Display setting window, you will see the Screen Resolution setting window. Click on the drop-down menu behindeResolution:, choose the resolution you wish to use.

8. After clicking on Apply. Display settings popup opens up, you have few seconds to choose Keep changes, or it will revert after countdown.

9. If you just want to change the size of the icons and shotcuts on your desktop, you can right click on an empty area on your desktop, then change the size simplely through view.
